ANNEX 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
1. Door supervisors will be employed at the premises at the discretion of the Designated Premises Supervisor following consultation with the Licensing Authority and the Police. If door supervisors are required they will be provided from 30 minutes before an event to the end of the event. All door supervisors will be :-
a. Be correctly registered with the Security Industry Authority.
b. Display the correct name badge.
c. Carry proof of registration.
d. Be used at a ratio to be agreed by the Police and Local Authority which is currently 1:75.
e. Will wear clothing that can be easily and clearly identifiable on CCTV - i.e. will wear a reflective number between 1 and 99 (at least 100mm high) in a prominent position on the upper part of the body.
f. There will be no less than two Door Supervisors.
g. Will be in attendance at the entrance of the premises from 10:00 pm until the main exit doors of the premises are closed.
2. The requirement for C.C.T.V. will be reviewed by the Designated Premises Supervisor and if the management believe that CCTV should be installed then:-
a. CCTV will be installed, maintained and operated to the satisfaction of the Chief Officer of Police and the Licensing Authority.
b. CCTV recordings will be maintained for an appropriate period of time (generally one month - but to be agreed with Police and Licensing Authority)
c. If the CCTV equipment is inoperative, the Police and Local Authority will be informed as soon as possible and immediate steps will be taken to put the equipment back into action.
d. A notice will be displayed at the entrance to the premises advising that CCTV is in operation.
3. Alcohol with the exception of wine if purchased by the bottle will be served in plastic or toughened glasses.
4. Wine may be served in wine glasses.
5. If glass bottles are used the contents will be decanted into plastic or toughened glass before being served to customers.
6. All bottles supplied to customers will be made of plastic.
7. No customers carrying open or sealed bottles or glasses will be admitted to the premises at any time.
8. All bottles and glasses will be removed from the public areas and the grounds on a regular and frequent basis.
9. Capacity limits will be considered if required for the prevention of overcrowding which could lead to crime and disorder.
10. Capacity figures will be based on advice from the Police, Fire and Local Authority.
11. If door supervisors are employed they will be required to assist in ensuring that capacity limits are complied with.
12. A proof of age policy agreed by the police and local authority will be enforced to the satisfaction of the Police and Local Authority.
13. Irresponsible drinks promotions will not be permitted, and the Standards for the Management of Standard Drinks Promotions produced by the British Beer and Pub Association will be complied with.
14. There will be a zero tolerance to drugs and their use. Possession or supply on the premises will result in the Police being called and the culprit probably being reported for consideration of a ban.
15. Committee members will attend drug awareness courses.
16. A customer code of conduct notice will be prominently displayed warning customers that unacceptable behaviour could result in a Banning Order from all licensed premises in the vicinity.
17. A notice will be prominently displayed advising customers that all children under sixteen must be accompanied by a parent, guardian or other appropriate adult.
18. An incident book will be maintained to record details of all incidents or public disorder and made available for inspection by officers of relevant statutory bodies.
19. All exit doors will be easily operable without the use of a key, card, code or similar means and will be available for egress while the public are on the premises.
20. All means of escape will be maintained unobstructed, immediately available and clearly identifiable.
21. All exit doors will be regularly checked to ensure they function satisfactorily. Records of all checks will be kept and produced at the request of relevant statutory bodies.
22. Any removable security fastening will be removed whenever the premises are open to the public or staff.
23. All fire doors will be maintained effectively self-closing and shall not be held open other than by approved devices.
24. All gangways, exit ways, treads of steps or stairways will be maintained with non-slippery and even surfaces.
25. Hangings, curtains and temporary decorations will be maintained in a flame retardant condition.
26. All floor coverings will be secured and maintained so they will not ruck. Mats will be fitted into a mat well so as to be flush with the floor surface.
27. Upholstered seating will be fire retardant and compliant with current fire safety regulations.
28. Access will be provided for emergency vehicles and this access will be kept clear and free from obstruction.
29. Fire drill will be conducted monthly. Records of these tests will be kept and made available to the Licensing Authority on request.
30. All fire exits and means of escape will be signed in accordance with BS5499.
31. Wall and ceiling finishes will be fire retardant.
32. Exit doors will open outwards (or will be secured in the open position).
33. When disabled people are present adequate arrangements will exist to enable their safe evacuation in the event of an emergency.
34. Adequate and appropriate supply of First Aid equipment and materials will be available on the premises.
35. There shall be a nominated first aider who will check the first aid equipment and materials at least once a month.
36. In the absence of adequate daylight the lighting in any area accessible to the public will be fully operational.
37. Fire Safety signs will be adequately illuminated and maintained.
38. Emergency lighting will not be altered without prior authority of the Licensing Authority and the Fire Safety Officer.
39. Emergency lighting batteries will be fully charged before the admission of the public.
40. Emergency lighting tests will be conducted monthly.
41. A record of emergency lighting tests will be made and made available to the Licensing Authority on request.
42. All lavatories, urinals and wash basins at all times be kept in good order and repair and be properly and effectually cleaned, ventilated and disinfected and supplied with water and all necessary requisites and all doors leading thereto shall be suitably marked.
43. The electrical system at the premises, including portable appliances will be inspected and tested annually by a competent person to ensure safety. (The installation will have a full inspection at least every 3 years and be tested annually. A competent person will be a qualified electrician who is qualified to complete works as per the I.E.E. wiring Regulations 16th Edition or is registered with the ECA or NICEIC.).
44. Where temporary electrical equipment is to be used, a suitable circuit breaker device will be installed to cover this equipment.
45. The circuit breaker should operate at a current not exceeding 30 MA and should comply with BS 4293.
46. The device will be tested monthly and tests will be recorded.
47. Temporary electrical wiring and distribution systems will not be installed unless inspected by a suitable qualified electrician. Temporary electrical wiring and distribution systems will comply with BS 7671 or where applicable BS7909.
48. All safety certificates and inspection reports will be kept on site and made available for inspection by officers or relevant statutory bodies.
49. The premises will have a suitable Public Liability Insurance in the sum of not less than £5,000,000 (five million pounds). A certificate will be obtained each time and displayed at the premises.
50. The premises will have a certificate of inspection for portable fire fighting equipment. An inspection will be carried out regularly and a new certificate obtained each time.
51. Free drinking water will be available to customers at all times the premises are open to the public.
52. The telephone numbers of a local taxi firms will be displayed at the premises for the benefit of customers.
53. Suitable signage will be maintained at the exit to request the co-operation, of patrons in particular, to make as little noise as possible when leaving the premises.
54. A crime prevention policy agreed with the Police and Licensing Authority will be place.
55 A sufficient number of suitable receptacles for refuse storage will be provided.
56. Refuse receptacles will be maintained in a clean condition and emptied regularly.
57. The licensable activities authorised by this licence will be confined to the areas that are shaded in PINK on the plan deposited with and approved by the Licensing Authority.
