  ANNEXE 1 - MANDATORY CONDITIONS

   

  1.              a)              There shall be no sale or supply of alcohol when there is no designated premises supervisor in respect of this premises licence or at a time when the said premises supervisor does not hold a personal licence or when his/her licence is suspended.

                b)              Every supply of alcohol under the premises licence must be made or authorised by a person who holds a personal licence.

  2.              a)              Admission of children (under the age of 18) to any exhibition of films must be restricted in accordance with the film classification applied by the body designated as the authority under Section 4 of the Video Recordings Act 1984.

  b)              Where the film classification is not specified or where the Licensing Authority notifies the licence holder that Section 20(3) (b) applies to the film in question, admission of children must be restricted in accordance with any recommendations made by the Licensing Authority.

  3.                            Any person used to carry out a security activity as required under condition 6 of the premises operating schedule Annexe 3 must be licensed by the Security Industry Authority.

  ANNEXE 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE 

     

  1.              At all events when a dance or disco is run in the hall, committee members must monitor the doors and volunteers will run the bar on a rota basis.

  2.              All volunteers must be trained in the licensing laws and objectives by the designated premises supervisor or other volunteer personal licence holders.

  3.              Sanitary accommodation consists of 2 female and 1 male WC and 3 male urinals plus one disabled toilet.

  4.              Smoking is not permitted in the building and is rigidly enforced by the committee and bar volunteers.

  5.              Free drinking water will be available at all times.

  6              Maximum capacity is set at 120 and will be enforced.

  7.              The fire safety measures with which the premises are provided will be maintained in good order and their adequacy determined on a regular basis by the carrying out of a fire risk assessment.  The occupant understands that the fire safety of occupants is also influenced by the numbers of persons present, their disposition and the activities taking place and therefore undertakes to maintain a safe occupancy limit.

  8.              The designated premises supervisor or his/her nominee will undertake an assessment of the impact of any noisy activities on neighbouring residential premises before the start of the activity and periodically throughout the duration of the activity.

  9.              The designated premises supervisor or his/her nominee must control the volume of music or any other noisy activities.

  10.              Suitable signage must be placed at the premises exits to request the co-operation of patrons to be as quiet as possible on leaving the premises.

  11.              An announcement must be made at the end of any event to request the co-operation of patrons to be as quiet as possible on leaving the premises.

  12.              A proof of age policy agreed by the police and local authority will be enforced.

  13.              Children will not be allowed to approach the bar unless as a thoroughfare to other facilities.

  14.              All children on the premises will be supervised at all times by a responsible adult over 18 years of age.

  15.              If within six months from the grant of the licence the Licensing Authority serves written notice on the licensee requiring that CCTV be provided it will be installed, maintained and operated to the satisfaction of the Chief Officer of Police and Licensing Authority.  If a system is installed then conditions 16 to 18 shall apply.

  16.              Recordings must be maintained for an appropriate period of time (generally one month - but to be agreed with Police and Local Authority).

  17.              If the CCTV equipment is inoperative, the Police and Local Authority must be informed as soon as possible and immediate steps must be taken to put the equipment back into action.

  18.              A notice must be displayed at the entrance to the premises advising that CCTV is in operation.

  19.              There will be no live music or discos held at the premises after 12 midnight.

  20.              On occasions when the premises are open until 1 am there will be a cooling down period between 12 midnight and 1 am when only background music will be played.

  21.              The licensable activities authorised by this licence will be confined to the areas that are outlined in RED on the plan deposited with and approved by the Licensing Authority.

  ANNEXE 3 - CONDITIONS ATTACHED AFTER A HEARING BY THE LICENSING AUTHORITY

   

  1.              All external doors and windows will be kept shut, other than for access and egress, in all rooms when events involving amplified music or speech or other entertainment are likely to give rise to noise.

  2.              Patrons will be asked not to stand around talking in the street outside the premises and asked to leave the vicinity quickly and quietly.

  3.              Irresponsible drinks promotions will not be permitted, and the Standards for the Management of Standard Drinks Promotions produced by the British Beer and Pub Association will be complied with.

  4.              All safety certificates and inspection reports will be kept on site and made available for inspection by officers or relevant statutory bodies.

  5.              Details of telephone numbers of local taxi firms shall be available to patrons at all times and on request those manning the bar or supervising the hall will arrange for taxis to collect patrons.

  6.              Door staff will be employed at the discretion of the D.P.S. or senior member of staff/committee member.

  When such doorstaff are required suitable numbers of door staff registered with the Security Industry Authority (SIA) shall be employed from 9.00 pm until 30 minutes after the end of permitted hours on any day that regulated entertainment is planned to takes place on the premises.

                All doorstaff will:

  (a)              Be correctly registered with the SIA

  (b)              Display the correct name badge

  (c)              Carry proof of registration

  (d)              Be used at a ratio to be agreed by the Police and Local Authority, which is currently 1:75

  (e)              A female supervisor will be available if searches are to be conducted on female customers

  (f)              Will wear clothing that can be easily and clearly identifiable on CCTV - i.e. wear a reflective number between 1 and 99 (at least 100mm high) in a prominent position on the upper part of the body.

  7.              Fire escapes shown as escapes 2 and 3 on the plan deposited with and approved by the Licensing Authority must remain locked from the outside to prevent unauthorised entrance.

  8.              The electrical system at the premises, including portable appliances must be inspected and tested annually by a competent person to ensure safety. (The installation must have a full inspection at least every 3 years and be tested annually.  A competent person will be a qualified electrician who is qualified to complete works as per the I.E.E. wiring Regulations 16th Edition or is registered with the ECA or NICEIC.)

  9.              Where temporary electrical equipment is used, a suitable circuit breaker device must be installed to cover this equipment.  The circuit breaker will operate at a current not exceeding 30 mA and must comply with BS 4293.  The device must be tested monthly and the tests must be recorded in a log kept for the purpose.

  10.              Temporary electrical wiring and distribution systems must not be installed unless inspected by a suitably qualified electrician.  Temporary electrical wiring and distribution systems must comply with BS 7671 or, where applicable BS 7909.

  11.              Temporary electrical wiring and distribution systems, not installed by a suitably qualified electrician, must be inspected and certified by a qualified electrician before  they are put to use.

  12.              The access for disabled persons must be maintained and kept clear at all times the premises are being used.

  13.              Adequate and appropriate supply of First Aid equipment and materials must be available on the premises and notices of location displayed throughout the building.

  14.              All the windows in the premises must be double glazed to reduce the impact of noise to neighbouring premises.

  15.              Doors to the conservatory must be fitted with automatic door closers.

  16.              Gates must be maintained at the entrance to the premises to prevent children from running into the road.
