ANNEXE 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
1. The premises will not be licensed for the sale of alcohol unless the sale is by way of a Temporary Event Notice. Any such notice applied for will be subject to further conditions on hire stipulating that alcohol must not be supplied or consumed by persons under the legal age.
2. The premises must only be used for private events and all hirers must sign an undertaking to run their event in such a way as not to cause a nuisance.
3. Young people attending the youth club at the premises must sign up to a code of conduct, breaching of which can result in banning for the evening and in serious cases periods of suspension.
4 The fire safety measures with which the premises are provided must be maintained in good working order, and their adequacy will be determined on a regular basis, by the carrying out of a fire risk assessment as required by, and in accordance with the Regulatory Reform (Fire Safety) Order 2005.
5. The Gas System, including appliances, must be inspected annually and tested by a Gas Safe Registered engineer and a satisfactory Gas Safety Certificate must be obtained.
6. An adequate and appropriate supply of First Aid equipment and materials must be available on the premises.
7. The emergency exit, operated by a panic bar must be clearly signed and unlocked when the hall is in use.
8. The emergency lighting must be maintained and inspected annually.
9. Prominent, legible notices requesting people to leave the premises and the area quietly must be displayed at all exists.
10. The hiring agreement states that children under the age of 12 years of age must not be in the kitchen unless accompanied by an adult.
11. Groups that hire the hall such as Cubs and Brownies operate under the child protection regime with adults being subject to CRB checks.
12. The Youth Club is managed by trained youth workers provided by the Devon County Council Youth Service.
13. The premises shall not be used for the playing of amplified live music.
14. All external doors and windows must be kept shut, other than for access and egress, in all rooms when events involving amplified music or speech or other entertainment are likely to give rise to noise audible beyond the premises boundary.
15. Patrons will be asked not to stand around talking outside the premises or any car park and asked to leave the vicinity quickly and quietly.
