The prevention of crime and disorder
The Designated Premises Supervisor shall ensure that all alcohol offered for auction has been sourced from reputable and traceable suppliers, and records of provenance shall be maintained and made available to the licensing authority or police upon request.
A register of all alcohol lots sold at auction shall be maintained, recording the lot number, description, quantity, hammer price, and the identity of the successful bidder. This register shall be retained for a minimum of 12 months and made available to the licensing authority or police upon request.
A record shall be kept of all refusals to release alcohol to persons who have failed to produce satisfactory proof of age. This record shall be maintained for a minimum of 12 months and shall be made available to the licensing authority or police upon request.
Alcohol lots shall be stored securely in a locked area of the premises, accessible only to authorised members of staff, and shall not be accessible to members of the public during viewings on Thursdays, Fridays, or Saturday mornings.
In the event that the premises become aware that alcohol has been sold to a person who is under 18 or who was in a state of intoxication, the Designated Premises Supervisor shall notify the licensing authority and the police as soon as reasonably practicable and shall record the incident in the premises incident log.
An incident log shall be maintained at the premises recording any incidents of disorder, any refusals of service, any ejections from the premises, and any occasions on which the police or emergency services have been called. This log shall be retained for a minimum of 12 months and made available to the licensing authority or police upon request.
The contact details of the Designated Premises Supervisor shall be made available to the licensing authority, the police, and local responsible authorities upon request.
Public safety
The Designated Premises Supervisor shall conduct a written risk assessment prior to each auction at which alcohol is to be sold, identifying any specific risks associated with that sale and the measures to be taken to address them.
The capacity of the auction room shall not exceed 120 persons at any one time.
The premises shall ensure that any queuing during viewing periods or auction days is managed in an orderly manner and does not cause obstruction to the public highway.
The prevention of public nuisance
No alcohol shall be consumed on the premises at any time.
Alcohol lots shall be clearly identified in auction catalogues, both printed and online, as being for off-site consumption only.
Clear and prominent signage shall be displayed at the entrance to the premises and within the auction room stating that alcohol is sold for off-premises consumption only, and that proof of age may be required before alcohol is released.
The premises licence and summary shall be prominently displayed at the premises at all times.
The protection of children from harm
The premises shall operate a Challenge 25 policy. Any person who appears to be under the age of 25 and who bids successfully for an alcohol lot shall be required to produce acceptable proof of age before the alcohol is released to them.
Acceptable forms of identification shall include a passport, a photocard driving licence, or a proof of age card bearing the PASS hologram.

A personal licence holder shall be present at the premises at all times during which alcohol is being sold or released to successful bidders.
The Designated Premises Supervisor shall ensure that all online bidders who successfully purchase alcohol lots are subject to age verification checks prior to the release or dispatch of any alcohol.
Alcohol shall not be dispatched to any address unless the identity and age of the recipient have been verified in accordance with the premises age verification policy.
The Designated Premises Supervisor shall ensure that any third-party platforms used for online bidding on alcohol lots display appropriate responsible sale messaging and are configured to require bidders to confirm they are aged 18 or over before placing a bid on an alcohol lot.
