ANNEXE 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
To prevent crime and disorder at the event, the following measures will be in place:
SIA-Licensed Security:
15-20 SIA-licensed security personnel and 6-8 event stewards will manage crowd control, entry/exit points, and alcohol service areas.
Security will be strategically placed throughout the event site, including the bar area, entrances, and performance zones.
Bag checks may be carried out at entry points to prevent prohibited items.
Controlled Alcohol Sales:
Challenge 25 policy enforced - anyone appearing under 25 must provide valid ID (passport, driving licence, or PASS card).
Trained bar staff will monitor responsible alcohol consumption.
Alcohol will only be consumed within the designated licensed area, preventing off-premises consumption.
Drinks served in recyclable cans and biodegradable cups to prevent glass-related incidents.
Zero Tolerance on Drugs & Anti-Social Behaviour:
Event signage and security will clearly state a zero-tolerance policy on drugs and disorderly conduct.
Anyone behaving in a disruptive manner will be removed from the event and reported to the police if necessary.
Close Liaison with Authorities:
We will work closely with Devon & Cornwall Police, Licensing Officers, and local authorities before and during the event.
A security briefing will be held for staff and volunteers to ensure consistent enforcement of safety policies.
The safety of attendees, staff, and performers is a top priority. The following public safety measures will be in place:
Event Risk Assessment & Crowd Management:
A detailed risk assessment covering crowd control, fire safety, and emergency procedures will be implemented.
Capacity limits will be monitored, and entry may be restricted if the site reaches full capacity.
All pathways, exits, and muster points will be kept clear for safe movement.
First Aid & Medical Support:
A minimum of two trained first aiders will be on-site at all times.
A dedicated first aid station will be available with clearly marked signage.
Emergency response protocols will be in place in case of incidents requiring medical assistance.
Emergency Planning & Fire Safety:
Fire safety equipment (extinguishers, alarms) will be available at key locations. Emergency exits will be clearly marked and kept unobstructed.
A weather contingency plan will be in place for extreme weather conditions.
Venue Safety & Accessibility:
The event layout will ensure safe crowd flow and accessible facilities for disabled attendees.
Additional lighting will be installed in key areas to improve visibility and safety during evening events.
To minimise disruption to local residents, businesses, and the environment, the following steps will be taken:
Noise Management Plan:
A Noise Management Plan will be submitted and adhered to, ensuring compliance with local noise regulations.
Sound engineers will monitor volume levels, and a L’Acoustics line-source system will be used for controlled sound dispersion.
Music will finish by 22:30 each night, and sound levels will be reduced during the final hour to allow a gradual wind-down.
Litter & Waste Management:
A dedicated waste team will ensure regular collection of rubbish.
Recycling bins will be placed throughout the site, and vendors will be required to use biodegradable packaging.
A post-event cleanup will be carried out to ensure Manor Gardens is left in pristine condition.
Community Engagement:
We will engage with local residents and businesses before the event to address any concerns.
A dedicated contact number will be available for noise complaints or other concerns during the event.
To create a safe and family-friendly environment, we will implement the following child protection measures:
Challenge 25 Policy for Alcohol Sales:
Anyone under 25 will be required to show valid ID before purchasing alcohol.
Bar staff will be trained in responsible alcohol service and have the authority to refuse service.
Lost Child Policy & Welfare Area:
A clearly marked lost child area will be established, staffed by trained personnel.
All security and stewards will be briefed on the lost child procedure to ensure quick and safe reunification with parents/guardians.
Security & Stewarding for Child Safety:
SIA-licensed security and stewards will be present to monitor for any safeguarding concerns.
Any reports of inappropriate behaviour towards children will be immediately escalated to event control and police if necessary.
No Adult Entertainment or Harmful Activities:
The event will not include nudity, semi-nudity, age-restricted films, gambling, or other activities unsuitable for children.
The overall event will remain family-friendly, particularly on Saturday’s community-focused activities.
