ANNEXE 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
1. The maximum occupancy figure for the premises will be a figure agreed with the Licensing Authority and the Devon and Somerset Fire & Rescue Service based on fire safety issues, available floor space and sanitary accommodation available.
2. A personal licence holder shall be in attendance during the whole of the period that licensable activities are taking place.
3. The designated premises supervisor will ensure that all staff receives suitable training as to what to do in an emergency and in general safety precautions and normal operation procedures.
4. Suitable door staff must be employed at the premises from 8.30 pm until 30 minutes after the end of permitted hours on Fridays and Saturdays when the premises is open after midnight for any licensable activity. The agreed number of doorstaff are to be employed with a minimum of two.
5. All doorstaff will:
a) Be correctly registered with the SIA.
b) Display the correct name badge.
c) Carry proof of registration.
d) Be used at a ratio to be agreed by the Police and Local Authority, which is
currently 1:75.
e) A female supervisor will be available if searches are to be conducted on
female customers.
f) Will wear clothing that can be easily and clearly identifiable on CCTV - i.e.
wear a reflective number between 1 and 99 (at least 100mm high)
in a prominent position on the upper part of the body.
g) Will be in attendance at the entrance of the premises from 8.30 p.m. until
the main exit doors to the premises are closed, and any time when
patrons may be queuing for access.
6. The designated premises supervisor will ensure that where doorstaff are employed in the premises they enter in a register kept for that purpose their full name, Security Industry Authority badge number (including expiry date), the time that they began their duty and the time that they completed duty, immediately after doing so. The register shall be kept on the premises at all times and shall be made available for inspection by a police officer or duly authorised officer of the licensing authority. Registers shall be retained for at least 12 months from the last entry.
7. CCTV will be installed, maintained and operated to the satisfaction of the Chief Officer of Police and Local Authority.
8. CCTV recordings will be maintained for an appropriate period of time (generally one month - but to be agreed with Police and Local Authority).
9. If the CCTV equipment is inoperative, the Police and Local Authority will be informed as soon as possible and immediate steps will be taken to put the equipment back into action.
10. A notice will be displayed at the entrance to the premises advising that CCTV is in operation
11. There shall be no entry to the premises on Friday or Saturday after 11:30 pm.
12. No customers carrying open or sealed bottles will be admitted to the premises and no customers will be permitted to take open bottles or glasses from the premises.
13. Used glasses and bottles will be regularly removed from public areas.
14. In the event of a person on the premises possessing, supplying or using drugs on the premises they will be banned from the premises and the police will be informed.
15. The amusement with prizes machines will be situated within the supervision of the bar/CCTV.
16. There will be full co-operation with the Fire Authority, Police and Licensing Authority in respect of issues of public safety to include consultation when any alterations of the premises are proposed, whether they be furnishings or structural.
17. The electrical system, including portable appliances, will be inspected and tested annually by a competent person to ensure safety (A competent person will be a qualified electrician who is qualified to complete works as per the I.E.E. Wiring Regulations 16th Edition or is registered with the ECA or NICEIC).
18. The gas system, including appliances, will be inspected and tested by a CORGI registered gas engineer annually and a satisfactory Gas Safety Certificate will be obtained.
19. A first aid box will be on the premises for use by patrons if necessary.
20. Staff employed on the premises will be aware of any first aid qualified employees present on the premises and so be able to quickly assist any patron needing such attention. In the event of an ambulance being required staff are trained that this should be requested without delay.
21. All lavatories, water closets or urinals shall at all times be kept in good order and repair and be properly and effectively cleaned, ventilated, disinfected and kept supplied with water and all necessary requisites.
22. All doors leading thereto shall be suitably marked.
23. All external doors and windows will be kept shut other than for access or egress when events involving amplifies music or entertainment are likely to give rise to noise.
24. The designated premises supervisor, or such person so authorised by him, will control the volume of music or other apparatus used.
25. Doorstaff and staff employed at the premises will endeavour to encourage patrons leaving the premises to do so quietly.
26. The premises will be closed 30 minutes after the end of licensable activities so ensuring a sufficient ‘wind down’ period to allow gradual dispersal of patrons from the premises.
27. No persons under 18 years of age will be permitted on the premises after 9:00 pm unless accompanied by an adult and taking a table meal or attending a pre booked function on the premises.
28. A proof of age policy agreed by the police and local authority will be enforced.
29. The licensable activities authorised by this licence will be confined to the area(s) which are hatched in RED on the attached plan.
