ANNEX 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
The event will be run in accordance with an Event Management Plan agreed by all Responsible Authorities prior to the event taking place.
Staff areas will be secured whilst the premises are open to the public. 10x SIA staff will be bought in to monitor all areas of
the event. They will be situated at the bar area, entrance and exits, by the ring side, the VIP Area and also 1-2 SIA will be
walking around the crowd and general event space.
Bar staff will be trained to ask for ID to anyone who looks under 25 and to follow legislation regarding the sale of alcohol.
CHALLENGE 25
There will be in place a written age verification policy in relation to the sale or supply of alcohol, which will specify a
Challenge 25 proof of age requirement. This means that staff working at the premises must ask individuals who
appear to be under 25 years of age, attempting to purchase alcohol, to produce identification. The only acceptable
identification documents will be:
A photo driving licence
A passport
An identification card carrying the PASS hologram
Unless such identification is produced the sale of alcohol must be refused.
This policy will include documented steps taken to prevent adults from purchasing alcohol for or on behalf of
children under 18.
REFUSALS REGISTER
An alcohol sales refusal register shall be kept at the premises and be maintained to include details of all alcohol
sales refused. The register will include:
i. the date and time of refusal
ii. the reason for refusal
iii. details of the person refusing the sale
iv. description of the customer
v. any other relevant observations.
The refusals register will be made available for inspection and copying on request of an authorised officer of a
responsible authority.
All entries must be made within 24 hours of the refusal.
No intoxicated person shall be sold alcohol and SIA staff will work closely with the bar staff to make sure any attendees
consuming alcohol do not become intoxicated.
Alcoholic drinks will be served out of plastic containers.
Drinks will not bepermitted to leave the premises.
Supply of soft drinks and food will also be available.
There will be supervision and recording of all incidents by SIA staff contracted by the Event Organiser.
There will be a zero tolerance policy for the use of drugs or carrying of weapons in the premises. Bags will be
searched on entry by SIA to ensure this is implemented. There will be a clear ' No Search No Entry' message.
Police will be called if a customer is found in possession of an offensive weapon.
Should drugs be found these will be confiscated, recorded and placed in a secure drugs safe, the contents of
which will be handed to the Police at the conclusion of the event, it will be at the organiser’s discretion as to
whether the person is allowed entry, should the amount of drugs found on one person indicate that they would
be dealing drugs the person will be detained and the Police called.
INCIDENT LOG
An incident log shall be kept and maintained at the premises which will include a log of the following, including
pertinent details:
i. Any incidents of disorder or of a violent or anti-social nature
ii. All crimes reported to the venue, or by the venue to the police
iii. All ejections of patrons
iv. Any complaints received
v. Seizures of drugs or offensive weapons
vi. Any visits by a responsible authority (under the Licensing Act 2003) or emergency service.
Records must be completed within 24 hours of any incident, and will contain the time and date, the nature of the
incident, the people involved, the action taken and details of the person responsible for the management of the
premises at the time of the incident.
The logs shall be kept for at least 12 months following the date of entry and be made available for inspection and
copying upon request of an authorised officer of a responsible authority.
The premises will be searched inside and out for any suspect packages before, during and after the event. Staff will be
trained to remain vigilant during opening hours and report any suspicious activity to the police.
We will ensure that the premises is safe for public and staff for the activity taking place both inside and immediately outside
the premises.
First aid provision for the competitors is being provided by a specialist medic in contact sports.
The provisions required are to allow for an easy egress for the ambulance to leave the venue if required. The Ambulance
will be situated close to the boxing ring and close to an EXIT.
2x Paramedics will be available on site for the general public.
The first aid point will be located at the event control tent, which will be segregated internally with a separate entrance to
give a private treatment area. ‘First aid’ signs large enough to be visible from a distance will be erected above the entrance
to this marquee.
There is a separate entrance point to the site that is constructed of crowd control barriers and easily removed. This allows
immediate access to the emergency route around the perimeter of the event. There should not be a queue of visitors at this
position and those that are there will be managed by stewards.
What three words is available for that access gate to be given to the emergency services so that they can get to the entrance as quickly as possible.
Customers will be given coloured wristbands on entry to identify those who are over 18.
Coloured wristbands will be provided to allow people to enter particular areas such as the VIP Area, Standing Area and
Seated Area. Overcrowding can be prevented by only issuing an agreed set number of wristbands per area.
Hand counters will be used at the two-way Entrance/ Exit to avoid overcrowding at the entrance/exit and will be constantly under review.
Plastic glasses will be used to serve alcohol by the bar aiding safety.
The perimeter fence will have 4 emergency exits (including the main entrance). These will be a loose Herras fence panel,
which will be opened by a named steward when evacuation from the site is required. All evacuation points will have a large
fire exit sign secured above them, which is visible from the centre of the site.
A bin area will be provided and all event participants asked to use this area for rubbish. Rubbish will be moved throughout
the day to ensure there is not a build up. Stewards will monitor this.
Nuisances including noise nuisance, vibration, light pollution and litter will be monitored.
Amplified music at the event will be kept to the allowed volume and speakers will be situated to face away from local housing. The lighting used will be
under cover to avoid disturbance, and all rubbish will be collected and removed at the end of the event.
A clear and legible notice will be displayed at the exit requesting the public to respect the needs of neighbours and
residents and to leave the premises and area quietly.
A contact number will be made available to the local residents which they can use to report any noise disturbances.
Long queue lines entering or exiting the site will be avoided and directed away from residential properties.
Sufficient staff will be available at the end of the event to manage a controlled shutdown of the premises and maintain
good order as customers leave.
The PA system will be used to ask patrons to leave the premises and area quietly at the end of the event.
Lighting for the premises will be turned off after the premises is closed to the public to reduce light pollution.
Any vehicles or machinery used for the set up or break down of the event on site should not cause nuisance to local
residents by way of noise, odours or vibration.
An announcement may be made from the PA asking for parents/ guardians who have become separated from their child to
go to the designated meeting point.
A person claiming a child will complete a form, which includes their name and address and relationship to the child and will
show a form of identification. If the child is unsure or reluctant to be taken by the person collecting them, then further
confirmation will be required of the relationship to the child/ person before handing him or her over.
The Police will be contacted immediately if:
• the child/ missing person has made any allegations
• there are any concerns for the missing/ found persons welfare
• the found person is hesitant or unwilling to go with the person collecting them
• The person reported missing is considered vulnerable in any way.
