ANNEXE 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
1. Drivers may claim a first soft drink free of charge as a ‘no drinking and driving’ initiative.
2. Harlequinns will operate a proof of age scheme, all people under 21 years of age will be asked for authorised identification, appropriate signage will display this.
3. The building will be well lit both inside and outside and will be designed in a very ‘open’ style, ensuring that there are not any shielded corners or nooks that are out of the staffs view where people could congregate.
4. There will be adequate numbers of staff supervising the building at all times.
5. A full security alarm system will be installed that will dial directly to a security firm if activated, this system will include ‘panic buttons’ for employee protection.
6. Glasses will be shatterproof.
7. Health and safety risk assessments will be carried out for all areas of the building and also for any events held.
8. The Fire Procedure will be available for public perusal and staff will read, understand and practice the fire procedure during training and at regular intervals.
9. Adequate staff numbers to enable efficient evacuation if required.
10. All shift leaders will be First Aid trained, First Aid kits will be provided on each floor.
11. The building will be constructed in accordance with the latest fire regulations, play equipment will have one hours burn time on it. All materials and furnishings will satisfy fire regulations.
12. Play area structure will have a maximum occupancy, which will be adhered to.
13. Glasses and bottles will be cleared from tables frequently and disposed of in a metal bin behind the bar area, away from public access.
14. Harlequinns will implement measures to reduce noise, such as ‘The lollipop scheme’ (where patrons leaving the building after 11pm are given a lollipop to suck, which helps prevent noise).
15. Litter bins will be provided outside of the building.
16. We operate a zero tolerance approach to disruptive or aggressive customers, one warning is given and then the person is asked to leave. This then results in an indefinite ban from the premises. Lists of banned patrons are kept behind the bar and reception and staff will ask such people to leave if they return. This policy will also apply to bad behaviour that may occur outside of the building.
17. Harlequinns have a company policy that no persons under the age of 18 years old are permitted on the premises after 7pm unless accompanied by an adult and are partaking in activities or purchasing food or soft drinks.
18. No groups will be permitted to linger inside or outside of the building.
19. Harlequinns encourage the use of taxicabs and will phone for a taxicab free of charge for customers requiring one.
20. A registered waste carrier will dispose of rubbish.
21. Music volumes will be reduced and lighting increased for the last half an hour before closing, to encourage people to wind down, drink up and leave quietly.
22. There will be no music played outside of the building.
23. A lighting strategy has been provided for the council.
24. All staff will be trained to ensure that no alcohol is consumed by persons under the age of 18 years and no alcohol can be bought by adults for children. (See staff training notes). Signage will display this at the bar and on the front door. Alcohol purchased by adults and taken to the bowling lane area will be under CCTV surveillance and staff will be asked to be vigilant to ensure that persons under 18 years of age do not consume any.
25. The bar area will be clearly defined and children 14 years of age and under will not be allowed into the bar area. Signage will be displayed stating this.
26. Harlequinns will operate a proof of age scheme; this will be displayed on the front door and at the bar. Any customer who appears under the age of 21 years will be asked ti display approved identification before purchasing alcohol. A list of the approved identification cards that are acceptable will be kept behind the bar for staff use and will be included in their training.
27. Harlequinns will have approximately five staff supervising the building throughout each shift out of season if required, this will increase during weekends and school holidays as required.
28. All shift leaders will be trained and authorised by the licensee in person and in writing to sell alcohol and will sign a declaration to state that they are authorised and trained to supervise the bar and to sell alcohol and also to supervise junior staff doing so.
29. Parents are responsible for supervising their children at all times whilst using the play area facilities and they sign a declaration on admission stating that they are aware of this. Children are not admitted into the play area unless accompanied by an adult (over 18 years of age) ID may be asked for. Harlequinns do not take responsibility for children on our premises but ensure that the play structure is patrolled preventing misconduct.
30. Health and safety risk assessments will be produced for all areas of the building.
31. CCTV will be installed, maintained and operated to the satisfaction of the Chief Officer of Police and local authority.
32. Cigarettes or tobacco will not be for sale on the premises and Harlequinns will operate a No Smoking policy throughout the building in accordance with government regulations.
33. All shift leaders will be First Aid trained, therefore providing a First Aid appointment person for every shift. First Aid equipment will be available on every floor.
34. All staff supervising the play area will be given training in health and safety issues, drug awareness and incident/accident management.
35. Suitable signage to be placed at all entrances / exits requesting patrons to leave the premises and environs quietly and in a neighbourly fashion.
