ANNEXE 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
1. A wall or fence to separate members of the public from customers will enclose the outside of the premises.
2. The outside area will be served with plastic glasses.
3. CCTV will be installed inside and outside the premises and -
4. Will be installed, maintained and operated to the satisfaction of the Chief Officer of Police and Local Authority.
5. Recordings will be maintained for an appropriate period of time (generally one month - but to be agreed with Police and Local Authority).
6. If the CCTV equipment is inoperative, the Police and Local Authority will be informed as soon as possible and immediate steps will be taken to put the equipment back into action.
7. A notice will be displayed at the entrance to the premises advising that CCTV is in operation.
8. The outside cameras will be highly visible.
9. Irresponsible drinks promotions must not be permitted, and the Standards for the Management of Responsible Drinks promotions including Happy Hours produced by the British Beer and Pub Association will be complied with.
10. Consideration will be given to setting capacity limits to prevent overcrowding which could lead to crime and disorder. This capacity will be based on advice from the police, fire or local authority.
11. A noise limiting device will be installed, fitted and maintained in such a manner as to control all sources of amplified music from the premises and the limit to be set by an Environmental Health Officer.
12. All doors and windows will be shut after 9.30 pm.
13. Customers will be asked to leave promptly and quietly after closing time and the outside seating area will be cleared.
14. Outside areas will be served drinks in plastic or toughened glass. No customers will be permitted to bring food or drinks on the premises at any time. All empty bottles and glasses will be removed from tables when they are finished with.
15. Seating in the bar area to prevent overcrowding.
16. A proof of age policy agreed by the police and local authority will be enforced.
17. An anti drug policy, agreed by the Police and local authority, will be in force.
18. A detailed “customer code of conduct” poster will be displayed warning customers that if they act in an inappropriate manner, they could be barred from the premises.
19. The premises will seek to be a member of the Licensees Association and will have a zero tolerance policy with regard to misbehaviour and or violence.
20. When holding functions/parties a responsible person will be required to liaise with staff.
21. An incident book will be kept of all instances of public disorder.
22. The electrical system, including portable appliances will be inspected and tested annually by a competent person to ensure safety. A competent person will be a qualified electrician who is qualified to complete works as per the I.E.E. wiring Regulations 16th Edition or is registered with the ECA or NICEIC.
23. The Gas system, appliances and boiler system will be installed by a Gas safe qualified engineer and tested annually. All relevant safety certificates will be obtained.
24. The maximum occupancy numbers will be determined by the Fire Service upon completion of works. As will evacuation procedures to which all staff will be trained.
25. First aid equipment will be available for staff and patrons advice to be sought from environmental health.
26. Core staff to undergo first aid at work training. First aider to be on site whenever possible. Suitable protective equipment will be provided to deal with hypodermic needles, blood spillages and other body fluids; Procedures will be put in place in accordance e with ERS guide.
27. Gangways, steps and exit routes to be kept in good order. Steps and routes will be conspicuously marked.
28. The manager or senior member of staff will check the premise prior to opening times to ensure there is no risk to patrons and that all safety precautions are in place. (A formal checklist will be kept.)
29. Plastic glasses will be used outside to aid safety. Glasses and bottles will be collected regularly throughout opening hours.
30. A means of addressing patrons, which can be heard above the background music for important safety announcements, will be available.
31. After 9.30pm the staff will ensure that the doors and windows are closed to prevent noise breakout.
32. Music not to be played outside authorised trading hours.
33. Suitable signage at the exit to request the co-operation of patrons to leave the premises quietly.
34. Patrons will be asked to vacate the vicinity quickly and quietly. An announcement will be made prior to closing to such effect.
35. A specific Taxi operator will be nominated for staff and customers use. The company’s telephone number will be advertised. The company will be advised that they need to arrive and depart as quietly as possible.
36. Staff will leave as quietly as possible late at night.
37. No customers to use the patio area after normal trading hours.
38. Heat and steam to be vented to the roof.
39. Appropriate measures taken to ensure that customers do not park in unauthorised spaces.
40. The bin area is to be kept clean and tidy at all times and the bins regularly cleaned.
41. No flashing lights will be displayed inside the premises that can be seen outside.
42. Provision of mechanical ventilation/air conditioning will not allow noise breakout from the premises or cause nuisance by its operation.
43. Regard will be had to BS 4142 rating industrial noise affecting mixed residential and industrial area and the institute of acoustic good practice guide on the control of noise from pubs and clubs.
44. The delivery of goods to be restricted to the normal working day and will be limited as much as possible in number and frequency.
45. The handling of beer kegs, bottles etc. will not take place late at night or early in the morning. Bottle skips and bins will not be emptied outside after 10pm but will be dealt with the next day during normal office hours. The movement of bins and rubbish will be kept to a minimum after 10pm.
46. No music or speech will be relayed outside without the consent of the Licensing Authority.
47. All waste produced by the premises will be kept in a securely locked area.
48. Facilities for the depositing of and collection of litter generated by patrons will be available and maintained in all outside areas.
49. The premises will not contain gaming machines. We will not allow adult entertainment.
50. Live Music must not be performed at the premises until a noise limiter has been installed to the satisfaction of the Corporate Director - Communities.
