ANNEXE 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
Embedded Conditions Consistent with the Licensing Act 1964
1. The permitted hours to supply alcohol do not prohibit or restrict the supply to, or consumption by, any person of alcohol in the club premises where they are residing.
2. The permitted hours to sell alcohol on this licence do not prohibit or restrict, during the first twenty minutes after the end of permitted hours the consumption of alcohol on the club premises.
3. The permitted hours to sell alcohol on this licence do not prohibit or restrict, during the first thirty minutes after the permitted hours the consumption of alcohol on the club premises by persons taking meals there if the alcohol was supplied for consumption as ancillary to the meals.
Conditions Consistent with the Operating Schedule
1. The Club will be managed by an elected Executive Committee of about 18 officers/members, each of which will be responsible for ensuring compliance with the comprehensive club rules which cater for the Licensing Act requirements.
2. Each Club member is issued a key to the club house.
3. Executive Committee members will be present on all official and social occasions.
4. The Club will have a designated security liaison member on the Executive Committee.
5. The club will encourage liaison with the Police Neighbourhood Beat Manager for the area in which the premises are situated.
6. The club will maintain control of gate entry and will have infra red lights covering the club house and boatyard.
7. Consideration will be given to installing CCTV in the boat yard close to the Club House. If CCTV is installed then :
8. CCTV will be installed, maintained and operated to the satisfaction of the Chief Officer of Police and the Licensing Authority
9. CCTV recordings will be maintained for an appropriate period of time (generally one month - but to be agreed with Police and Licensing Authority)
10. If the CCTV equipment is inoperative, the Police and Local Authority will be informed as soon as possible and immediate steps will be taken to put the equipment back into action.
11. A notice will be displayed at the entrance to the premises advising that CCTV is in operation.
12. The Club will have a designated Health & Safety officer on the Executive Committee.
13. The emergency lighting with which the premises are provided shall be maintained in efficient working order and be in operation during the whole time that the public are in the premises. The existing system must illuminate all exit signs, doorways, steps and passages forming exit routes from the licensed premises and shall be independent of the normal lighting system.
14. Fire Safety notices will be posted in the Club House and the procedures in the event of fire will be practised, with records maintained.
15. The fire safety measures with which the premises are provided will be maintained in good working order and their adequacy is determined on a regular basis by the carrying out of a fire risk assessment (as required by and in accordance with the fire precautions (workplace regulations). The club understands that the fire safety of occupants is also influenced by numbers of persons present, their disposition and the activities taking place, and therefore undertakes to maintain a safe occupancy limit.
16. An adequate and appropriate supply of first aid equipment and materials will be available for the use of patrons.
17. The club will maintain an accident record book.
18. Details of the emergency services and the nearest hospital and surgery will be posted prominently by the Club telephone.
19. Attendance at social events will be restricted to 60 persons and at meetings to 80 persons.
20. The main entrance to the club will have an automatic closing device and it will be kept closed during social activities.
21. Members of the Executive Committee will ensure that activities in the Club House will not cause a public nuisance.
22. In accordance with the club rules, children under the age of 16 are not allowed in the club house unless under the control of their parents/guardian or a designated Club member.
23. Executive members will exercise vigilance to ensure compliance with the club rules and they will be aware of the vulnerability of children.
24. The licensable activities authorised by this licence will be confined to the areas that are shaded in PINK on the plan deposited with and approved by the Licensing Authority.
