ANNEX 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
1. Membership of the Local Licensees Association must be maintained.
2. The proprietor must have regular contact with the Licensing Authority and the Devon and Cornwall Constabulary and must have involvement in local crime prevention initiatives.
3. CCTV must be operated and maintained with internal and external cameras to the satisfaction of the Chief Officer of Police and Licensing Authority.
4. Recordings must be maintained for an appropriate period of time (generally one month - but to be agreed with Police and Licensing Authority).
5. If the CCTV equipment is inoperative, the Police and Local Authority must be informed as soon as possible and immediate steps must be taken to put the equipment back into action.
6. A notice must be displayed at the entrance to the premises advising that CCTV is in operation.
7. Suitable crime prevention signage must be displayed on the premises including a drugs policy and Licensing Association code of conduct.
8. Regular glass and bottle collection must be undertaken throughout opening hours.
9. Consideration must be given to setting capacity limits to prevent overcrowding which could lead to crime and disorder.
10. This capacity figure must be based on advice from the Police, Fire or Licensing Authority.
11. The fire safety measures with which the premises are provided must be maintained in good working order, and their adequacy must be determined on a regular basis, by the carrying out of a fire risk assessment as required by, and in accordance with the Fire Precautions (Workplace) Regulations.
12. Suitable signage must be displayed at the exit of premises to request the co-operation of patrons to make as little noise as possible when leaving the premises.
13. Patrons must be asked not to stand around talking in the street outside the premises and asked to leave the vicinity quickly and quietly.
14. Regular litter collection must be undertaken throughout opening hours.
15. Bottle skips and bins containing cans or bottles must not be emptied outside after 10.00 pm, but must be dealt with the next day during normal office hours.
16. The telephone number of a local taxi firm must be displayed at the premises for the benefit of customers.
17. People under 18’s must not be allowed in the bar and notices must be on display stating this policy.
18. A proof of age policy agreed by the police and local authority must be enforced and any customer who appears to be under the age of 21 years must be asked for proof of age.
19. Children will be allowed to use the outside tables if supervised at all times by a responsible adult over the age of 18 years old.
20. The manager or senior member of staff must check the premises prior to opening and periodically during the hours that the premises are open to the public to ensure there are no risks to patrons and that all safety precautions are in place.
21. Suitably qualified door supervisors registered with the Security Industry Authority must be employed on Fridays and Saturdays when the premises are to remain open past midnight. The doorstaff must be employed from 9.00 pm until 30 minutes after the premises has closed.
22. Where drinks are going to be consumed in outdoor areas they must be served in plastic or toughened glass.
23. The under cover seating area must be suitably demarked.
24. The extent of the areas within which the various licensable activities are authorised will be as indicated by the legends on the plan submitted to and approved by the Licensing Authority.
