ANNEXE 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
1. Door staff will be employed at the discretion of the D.P.S. or senior member of staff.
When such doorstaff are required suitable numbers of door staff registered with the Security Industry Authority (SIA) shall be employed at the entrance of the premises from 10.00 pm until the main exit doors of the premises are closed.
2. All doorstaff must:
(a) Be correctly registered with the SIA
(b) Display the correct name badge
(c) Carry proof of registration
(d) Be used at a ratio to be agreed by the Police and Local Authority, which is currently 1:75
3. When doorstaff are employed there will be no less than two Door Supervisors.
4. If in the opinion of the Designated Premises Supervisor CCTV is to be installed then conditions 5 to 9 must be complied with.
5. CCTV must be Installed, operated and maintained to the satisfaction of the Police and Local Authority.
6. CCTV recordings must be retained for one month.
7. The CCTV equipment must be checked on a regular basis.
8. If the CCTV equipment is inoperative the Police and the Local Authority must be informed as soon as possible and immediate steps to be taken to restore the equipment to full working order.
9. A notice must be displayed at the entrance to the premises advising that CCTV is in operation.
10. No customer carrying open or sealed bottles or glasses must be admitted to the premises at any time.
11. All bottles and glasses and rubbish must be removed from public areas on a regular and frequent basis.
12. Drinks supplied by way of off sales must be supplied in plastic or metal containers only (no glass).
13. A proof of age policy to the satisfaction of the Police and Local Authority must be in place.
14. Irresponsible drinks promotions must not be permitted, and the Standards for the Management of Standard Drinks Promotions produced by the British Beer and Pub Association will be complied with.
15. Treats Cafe must have zero intolerance to drugs and its use or supply on the premises will result in:-
a) Report to the Police.
b) Banning from the premises
16. Staff must attend drug awareness courses if the opportunity presents itself.
17. A ‘customer code of conduct’ poster must be displayed warning customers that if they act in an inappropriate manner they could be barred from all licensed premises in the vicinity.
18. A notice must be displayed in a prominent position stating clearly that children under 16 years of age must be in the company of a parent/guardian or responsible adult.
19. An incident book must be kept detailing any instances of public disorder or matters affecting the licence e.g. attempt to buy alcohol underage.
20. All exit doors must be easily operable without the use of a key card, code or similar means and will be available for egress while the public are on the premises.
21. Means of escape must be maintained unobstructed immediately available and clearly identifiable.
22. All gangways, exit ways, treads of steps or stairways must be maintained with non-slippery and even surfaces.
23. Fire drills must be conducted quarterly. Records of these tests must be recorded and made available to the Licensing Authority upon request.
24. When disabled people are present adequate arrangements must exist to enable their safe evacuation in the event of an emergency.
25. Adequate and appropriate supply of first aid equipment and materials must be available on the premises.
26. The Premises Supervisor must check the first aid equipment and materials at least once a month.
27. All lavatories, urinals and wash basins must at all times be kept in good order and repair and be properly and effectually cleaned, ventilated and disinfected and supplied with water and all necessary requisites and all doors leading thereto shall be suitably marked.
28. The electrical system at the premises, including portable appliances must be inspected and tested annually by a competent person to ensure safety.
(The installation must have a full inspection at least every 3 years and be tested annually. A competent person will be a qualified electrician who is qualified to complete works as per the I.E.E. wiring Regulations or is registered with the ECA or NICEIC.).
29. Were temporary electrical equipment is used, a suitable circuit breaker device must be installed to cover this equipment. The circuit breaker will operate at a current not exceeding 30 mA and must comply with BS 4293. The device must be tested monthly and the tests must be recorded in a log kept for the purpose.
30. Temporary electrical wiring and distribution systems must not be installed unless inspected by a suitably qualified electrician. Temporary electrical wiring and distribution systems must comply with BS 7671 or, where applicable BS 7909.
31 Temporary electrical wiring and distribution systems, not installed by a suitably qualified electrician, must be inspected and certified by a qualified electrician before they are put to use.
32. The Gas System, including appliances, must be inspected and tested by a Gas Safe registered engineer annually and a satisfactory Gas Safety Certificate must be obtained.
33. An All safety certificates and inspection reports must be kept on site and made available for inspection by officers of relevant statutory bodies.
34. The premises must have a certificate of public liability insurance in the sum of not less than £2,000,000 (Two Million Pounds).
35. A certificate must be obtained and each time displayed at the premises.
36. The premises must have a Certificate of Inspection for Portable Fire Fighting Equipment.
37. An inspection must be carried out regularly and a new certificate obtained each time.
38. Free drinking water must be made available at all times the premises is open to the public.
39. A list of local taxi firms and their telephone numbers must be prominently displayed for use by customers.
40. Prominent clear and legible notices must be displayed at all exits requesting patrons to respect the needs of local residents and to leave the premises and the area quietly.
41. A crime prevention policy agreed by the Police and Licensing Authority must be in place if required.
42. The external licensed area must be demarked by the use of ropes.
43. Sales of alcohol within the external licensed area must be by way of waiter/waitress service only.
44. No glass bottles or glasses must be allowed in the external licensed area after 7:00 pm.
45. The proprietor will have regular contact with the Licensing Authority and Police.
46. The licensable activities permitted by this licence are restricted to the areas that are coloured in PINK on the plan deposited with and approved by the Licensing Authority.
