ANNEXE 3 - CONDITIONS ATTACHED AFTER A HEARING BY THE LICENSING AUTHORITY
1. Membership of the local Licensees’ Committee shall be maintained
2. The proprietor will have regular contact with the Licensing Authority and the Devon and Cornwall Constabulary.
3. The external area will not be used for the consumption of alcohol after 11.20 pm.
4. Irresponsible drinks promotions will not be permitted, and the Standards for the Management of Standard Drinks Promotions produced by the British Beer and Pub Association will be complied with.
5. Non alcoholic beverages will be available for purchase at all times.
6. All staff will receive suitable training as to what to do in an emergency and in general safety precautions.
7. The manager or senior member of staff will check the premises prior to opening and then periodically during the hours that the premises are open to the public, to ensure there are no risks to patrons and that all safety precautions are in place.
8. There will be designated non-smoking areas available to patrons at all times.
9. Patrons will be asked not to stand around talking in the street outside the premises and asked to leave the vicinity quickly and quietly.
10. Children under the age of 16 years will not be permitted to remain on the premises after 9.30 pm.
11. All children on the premises shall be supervised at all times by a responsible adult over 18 years of age.
12. CCTV will remain in place and be maintained and operated to the satisfaction of the Chief Officer of Police and Local Authority.
13. CCTV Recordings will be maintained for an appropriate period of time (generally one month - but to be agreed with Police and Licensing Authority).
14. If the CCTV equipment is inoperative, the Police and Local Authority will be informed as soon as possible and immediate steps will be taken to put the equipment back into action.
15. A notice will be displayed at the entrance to the premises advising that CCTV is in operation.
16. Suitable door staff registered with the Security Industry Authority to be employed from 9.00 pm until 30 minutes after the premises are closed to the public on those occasions where the sale of alcohol is permitted beyond 1.00 am on the basis there will be a minimum of three SIA trained staff on the premises.
17. During the times and occasions specified in condition 16 a door supervisor as required by that condition will be in attendance at the gated entrance from the Parade to the forecourt of the premises.
18. If after 24 November 2006 the Licensing Authority serves written notice on the licensee, SIA registered door staff shall be provided in the ratio of 1 door supervisor to 75 patrons on all occasions where the hours fall within condition 16.
19. The extent of the area within which the various licensable activities will be permitted is as shown hatched PINK on the plan deposited with and approved by the Licensing Authority.
