ANNEXE 3 - CONDITIONS ATTACHED FOLLOWING A HEARING BY THE LICENSING AUTHORITY
1. There will be a 30 minute wind down period following the cessation of the supply of alcohol on the premises, on the expiry of which the premises will close.
2. Door Supervisors registered with the Security Industry Authority to be employed from 9.00 pm until 30 minutes after the end of permitted hours on any day that live music, recorded music, performance of dance and any entertainment of a similar nature is planned to take place on the premises with the event being open to the public and continuing after 12 midnight.
3. Where doorstaff are employed under condition 2, conditions 4 to 7 will also be complied with.
3. Door supervisors will be correctly registered with the SIA.
4. Door supervisors will display the correct name badge.
5. Door supervisors will carry proof of registration.
6. Door supervisors will be used at a ratio to be agreed by the Police and Licensing Authority, which is currently 1:75.
7. CCTV will be installed, maintained and operated to the satisfaction of the Chief Officer of Police and the Licensing Authority.
8. CCTV recordings will be maintained for an appropriate period of time (generally one month - but to be agreed with Police and Licensing Authority).
9. If the CCTV equipment is inoperative, the Police and Local Authority will be informed as soon as possible and immediate steps will be taken to put the equipment back into action.
10. A notice will be displayed at the entrance to the premises advising that CCTV is in operation.
11. The licencee will maintain membership of the Local Licensees Association, regularly attend meetings and participate in all initiatives.
12. All internal areas of the premises will be clearly visible to staff from behind the bar.
13. The behaviour of patrons shall be monitored by staff at all times and staff will regularly patrol both the internal and external areas of the premises.
14. The electrical system, including portable appliances will be inspected and tested annually by a competent person to ensure safety. A competent person will be a qualified electrician who is registered with the ECA or NICEIC.
15. The Gas System, including appliances, will be inspected and tested by a CORGI registered gas engineer annually and a satisfactory Gas Safety Certificate will be obtained.
16. All safety certificates and inspection reports will be kept on site and made available for inspection by officers or relevant statutory bodies.
17. Details of telephone numbers of local taxi firms shall be available to patrons at all times and on request staff will arrange for taxis to collect patrons.
18. Irresponsible drinks promotions will not be permitted, and the Standards for the Management of Standard Drinks Promotions produced by the British Beer and Pub Association will be complied with.
19. All young persons under the age of 18 years on the premises shall be supervised at all times by a responsible adult over 18 years of age.
20. No customers will be permitted to take open containers of alcoholic or soft drinks from the premises.
21. All external doors and windows will be kept shut, other than for access and egress, in all rooms when events involving amplified music or speech or other entertainment are likely to give rise to noise.
22. A senior member of staff will assess the impact of any noisy activities on neighbouring residential premises at the start of the activity and periodically throughout the activity.
23. A proof of age policy agreed by the police and local authority will be enforced.
24. Patrons will be asked not to stand around talking in the street outside the premises and asked to leave the vicinity quickly and quietly.
25. The use of the patio for the consumption of alcohol shall cease at 11.00 pm.
26. The applicants shall within six months of the conclusion of a survey (to be conducted by the Council’s Environmental Health Section) into noise emissions from the property, comply fully with the recommendations contained therein.
27. The extent of the areas within which the various licensable activities will be permitted is as indicated by the legends on the plan submitted to and approved by the Licensing Authority.
