ANNEXE 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
Embedded Conditions Consistent with the Licensing Act 1964
1. The permitted hours to supply alcohol do not prohibit or restrict the supply to, or consumption by, any person of alcohol in the club premises where they are residing.
2. The permitted hours to sell alcohol on this licence do not prohibit or restrict, during the first twenty minutes after the end of permitted hours the consumption of alcohol on the club premises.
3. The permitted hours to sell alcohol on this licence do not prohibit or restrict, during the first twenty minutes after the permitted hours, the taking of alcohol supplied in club the premises from the premises unless the alcohol is supplied or taken in an open vessel.
4. The permitted hours to sell alcohol on this licence do not prohibit or restrict, during the first thirty minutes after the permitted hours the consumption of alcohol on the club premises by persons taking meals there if the alcohol was supplied for consumption as ancillary to the meals.
Conditions Consistent with the Operating Schedule
1. The club will liaise and co-operate with the licensing authority, police authority, fire and other relevant authorities as necessary to further the licensing objectives.
2. Suitably qualified doorstaff will be employed on nights when the premises are open to the public past midnight and music and dancing or live entertainment including discos are provided. They will be employed 30 minutes prior to until 30 minutes after the end of the event. This condition only to apply to functions open to the public and not private functions nor events for members and their bona fide guests.
. All doorstaff will:
(a) Be correctly registered with the SIA
(b) Display the correct name badge
(c) Carry proof of registration
(d) Be used at a ratio to be agreed by the Police and Local Authority, which is currently 1:75
(e) A female supervisor will be available if searches are to be conducted on female customers
(f) Will wear clothing that can be easily and clearly identifiable on CCTV - i.e. wear a reflective number between 1 and 99 (at least 100mm high) in a prominent position on the upper part of the body.
3. No alcohol will be permitted within 5 metres of pitch side at any time whether in open or sealed containers.
4. No persons carrying open or sealed bottles or glasses will be admitted to the premises.
5. All bottles and glasses that are finished with will be removed on a regular basis from all areas of the club including the patio area.
6. A proof of age policy agreed by the police and local authority will be enforced.
7. There is a zero tolerance policy towards illegal drugs and use or supply of the same on the premises will result in a report to the police and termination of membership of the club.
8. The premise has an intruder alarm installed which will be activated whenever the premise is not open.
9. Only authorised key holders have access to the premises and are responsible for opening and securing the premises.
10. On New Year’s Eve last entry to the premises will be 10:00 pm.
11. The fire safety measures with which the premises are provided will be maintained in good working order and their adequacy is determined on a regular basis by the carrying out of a fire risk assessment (as required by and in accordance with the fire precautions (workplace regulations). The club and officers understand that the fire safety of occupants is also influenced by numbers of persons present, their disposition and the activities taking place, and therefore undertake to maintain a safe occupancy limit.
12. A log book will be kept with a record of all maintenance and testing of fire equipment.
13. The electrical system at the premises, including portable appliances will be inspected and tested annually by a competent person to ensure safety.
(The installation will have a full inspection at least every 3 years and be tested annually. A competent person will be a qualified electrician who is qualified to complete works as per the I.E.E. wiring Regulations 16th Edition or is registered with the ECA or NICEIC.)
14. Where temporary electrical equipment is used, a suitable circuit breaker device will be installed to cover this equipment. The circuit breaker will operate at a current not exceeding 30 mA and must comply with BS 4293. The device will be tested monthly and the tests will be recorded in a log kept for the purpose.
15. Temporary electrical wiring and distribution systems will not be installed unless inspected by a suitably qualified electrician. Temporary electrical wiring and distribution systems will comply with BS 7671 or, where applicable BS 7909.
16. Temporary electrical wiring and distribution systems, not installed by a suitably qualified electrician, will be inspected and certified by a qualified electrician before they are put to use.
17. The Gas System, including appliances, will be inspected and tested by a CORGI registered gas engineer annually and a satisfactory Gas Safety Certificate will be obtained.
18. Any oil fired boilers and appliances currently installed on the premises or installed in the future will be inspected and tested annually and an OFTEC certificate of inspection will be obtained.
19. All safety certificates and inspection reports will be kept on site and made available for inspection by officers of relevant statutory bodies.
20. All toilets and sanitary equipment will be kept well maintained and supplied with all necessary requisites.
21. All means of emergency escape and exit from the premises shall be kept clear of all obstructions and clearly identifiable.
22. The committee will comply with all recommendations made by the fire authority and co-operate with them in the furtherance of a safe environment at the premises.
23. The club and its officers and any employees of the club will use their best endeavours to ensure that persons leaving the premises do so in an orderly and quiet manner and will ask persons leaving the premises to do so quickly and quietly so as to prevent any nuisance of noise, in particular during the hours of darkness.
24. An officer of the club or a person so nominated by him shall control the sound levels of any music/entertainment.
25. No persons under 16 years of age are allowed in the club house unless supervised by an adult.
26. No persons under 16 years of age will be allowed after 9:00 pm or during Sunday lunchtimes (12 midday to 2:00 pm) in the lounge bar area.
27. The licensable activities authorised by this licence will be confined to the areas that are outlined in RED on the plan deposited with and approved by the Licensing Authority. The area marked ‘patio area’ will be authorised for the supply of alcohol only.
