ANNEXE 3 - CONDITIONS ATTACHED FOLLOWING A HEARING BY THE LICENSING AUTHORITY
1. If after the expiry of six months from the second appointed date the Licensing Authority serves written notice on the licensee requiring that door supervisors be provided, Suitable door staff registered with the Security Industry Authority to be employed from 8.00 pm until 30 minutes after the end of permitted hours on any day that live music, recorded music, performance of dance and any entertainment of a similar nature is planned to takes place on the premises with the event being open to the public and continuing after 12 midnight and conditions 2 to 7 also complied with.
2. Door supervisors will be correctly registered with the S.I.A
3. Door supervisors will display the correct name badge
4. Door supervisors will carry proof of registration
5. Door supervisors will be used at a ratio to be agreed by the Police and Local Authority, which is currently 1:75
6. A female supervisor will be available if searches are to be conducted on female customers
7. Door supervisors will wear clothing that can be easily and clearly identifiable on CCTV - i.e. wear a reflective number between 1 and 99 (at least 100mm high) in a prominent position on the upper part of the body
8. If after the expiry of six months from the second appointed date the Licensing Authority serves written notice on the licensee requiring that CCTV be provided it will be installed, maintained and operated to the satisfaction of the Chief Officer of Police and Local Authority and conditions 9 to 11 also complied with.
9. CCTV recordings will be maintained for an appropriate period of time (generally one month - but to be agreed by the Police and Local Authority
10. If the CCTV equipment is inoperative, the Police and Local Authority will be informed as soon as possible and immediate steps will be taken to put the equipment back into action.
11. A notice will be displayed at the entrance to the premises advising that CCTV is in operation.
12. All external doors and windows will be kept shut, other than for access and egress, in all rooms when events involving amplified music or speech or other entertainment are likely to give rise to noise.
13. Staff will check prior to entertainment, and periodically during the entertainment, that all windows and doors are shut.
14. The Manager or a senior member of staff will assess the impact of any noisy activities on neighbouring residential premises at the start of the activity/entertainment and periodically throughout the activity/entertainment.
15. The Manager or a senior member of staff will control the sound levels of the music/entertainment.
16. All children under the age of 16 will only be permitted entry to the premises if accompanied by an adult
17. The club management must devise and implement a satisfactory system to secure and record that admission to the club is granted only to members and their bona fide guests
18. Irresponsible drinks promotions will not be permitted, and the Standards for the Management of Standard Drinks Promotions produced by the British Beer and Pub Association will be complied with.
