ANNEXE 3 - CONDITIONS ATTACHED FOLLOWING A HEARING BY THE LICENSING AUTHORITY
1. The club will employ Door Supervisors on occasions when the club committee believe such supervision is required.
2. Where doorstaff are employed under condition 1, conditions 3 to 8 will also be complied with.
3. Door supervisors will be correctly registered with the SIA.
4. Door supervisors will display the correct name badge.
5. Door supervisors will carry proof of registration.
6. Door supervisors will be used at a ratio to be agreed by the Police and Licensing Authority, which is currently 1:75.
7. A minimum of two door supervisors will be employed.
8. Door supervisors will be in attendance at the entrance of the premises from 10.00 pm until the main exit doors of the premises are closed.
9. An electronic lock will be fitted to the main outer door of the club.
10. CCTV will be installed if the club committee believe such a system will be necessary.
11. If a CCTV system is installed it conditions 12 to 15 will also be complied with.
12. CCTV will be installed, operated and maintained to the satisfaction of the Chief Officer of Police and the Licensing Authority.
13. CCTV recordings will be maintained for an appropriate period of time (generally one month - but to be agreed with Police and Licensing Authority).
14. If the CCTV equipment is inoperative, the Police and Licensing Authority will be informed as soon as possible and immediate steps will be taken to put the equipment back into action.
15. A notice will be displayed at the entrance to the premises advising that CCTV is in operation.
16. Irresponsible drink promotions will not be permitted, and the Standards for the Management of Standard Drinks Promotions produced by the British Beer and Pub Association will be complied with.
17. All alcoholic and soft drinks to be served in plastic or toughened glasses.
18. All bottles served to customers will be made of plastic all other bottled drinks will be decanted into a plastic or toughened glass.
19. No member or their guest(s) carrying open or sealed bottles or glasses will be admitted to the premises at any time.
20. Regular glass and bottle collection will be undertaken throughout opening hours.
21. A proof of age policy agreed by the police and local authority will be in force.
22. An anti drug policy, agreed by the Police and Licensing Authority, will be in force.
23. An incident book will be kept to record details of all instances of public disorder
24. A detailed “customer code of conduct” poster will be displayed warning customers that if they act in an inappropriate manner, they could be barred from all licensed premises in the vicinity.
25. A notice will be displayed advising that children under the age of sixteen must be accompanied by a parent/guardian or responsible adult at all times.
26. All exit doors will be easily operable without the use of a key card code or similar means and will be available for egress while the public are on the premises.
27. All means of escape will be maintained unobstructed and will be immediately available and clearly identifiable.
28. Exit doors will be regularly checked to ensure they function satisfactorily and a record kept of all checks which shall be produced on request.
29. Any removable security fastening will be removed whenever the premises are open to the public or staff.
30. All fire doors will be maintained effectively self-closing and shall not be held open other than by approved devices.
31. All gangways, exit ways, treads of steps or stairways will be maintained with non-slippery and even surfaces.
32. All floor coverings will be secured and maintained so they will not ruck. Mats will be fitted into a mat well so as to be flush with the floor surface.
33. Hangings, curtains and temporary decoration will be maintained in a flame retardant condition.
34. Upholstered seating will be fire retardant and compliant with current Fire Safety Regulations.
35. Notices detailing the action to be taken in the event of a fire or other emergency will be prominently displayed and maintained in good condition.
36. Access will be provided for emergency vehicles and this access will be kept clear and free from obstruction.
37. Fire drill and emergency lighting tests will be conducted monthly. Records of these tests will be made available to the Licensing Authority upon request.
38. All fire exits and means of escape will be signed in accordance with BS5499.
39. An evacuation policy will be in place that is to the satisfaction of the Fire Authority. All staff members will be trained in the evacuation policy.
40. The Fire Brigade will be called to any outbreak of fire however slight.
41 Wall and ceiling finishes will be fire resistant.
42 Exit doors will open outwards (or will be secured in the open position).
43. When disabled people are present adequate arrangements will exist to enable their safe evacuation in the event of n emergency.
44. Adequate and appropriate supply of First Aid equipment and materials will be available on the premises.
45. There shall be a nominated named First Aider.
46. The First Aider shall check the First Aid equipment and materials at least once a month.
47. In the absence of adequate daylight the lighting in any area accessible to the public will be fully operational.
48. Fire Safety signs will be adequately illuminated.
49. Emergency lighting will not be altered.
50. Emergency lighting batteries will be fully charged before the admission of the public.
51. Emergency lighting tests will be conducted monthly.
52. Records of these tests will be made available to the Licensing Authority upon request.
53. All lavatories, urinals and wash basins shall at all times be kept in good order and repair ad be properly and effectually cleaned, ventilated and disinfected and supplied with water and all necessary requisites and all doors leading thereto shall be suitably marked.
54. The electrical system, including portable appliances will be inspected and tested annually by a competent person to ensure safety. A competent person will be a qualified electrician who is registered with the ECA or NICEIC.
55. The emergency lighting system will be inspected and tested annually by a competent person to ensure safety. A competent person will be a qualified electrician who is registered with the ECA or NICEIC.
56. The Gas System, including appliances, will be inspected and tested by a CORGI registered gas engineer annually and a satisfactory Gas Safety Certificate will be obtained.
57. The premise will have a suitable Public Liability insurance in the sum of not less than £2,000,000 (two million pounds). A certificate is to be obtained and displayed at the premises.
58. The premises shall have a Certificate of Inspection for Portable Fire Fighting Equipment. An inspection shall be carried out regularly and a new certificate obtained each time.
59. Free drinking water will be available at all times.
60. A list of local taxi firms and their telephone numbers will be prominently displayed.
61. All external windows are to be double glazed and maintained as such.
62. A period of 30 minutes following the cessation of the supply of alcohol will be allowed for ‘Drinking Up Time’.
63. Suitable signage to be displayed at the exit to request the co-operation, of patrons in particular, to make as little noise as possible when leaving the premises.
64. A crime prevention policy agreed by the Police and Licensing Authority will be in place.
65. Children under the age of 16 must be accompanied on the premises by a responsible adult at all times.
66. Children of 14 or under must leave the bar after 22.00.
67. All windows facing South Square will be fitted in such a way that they cannot be opened.
68. A Committee Member will asses the impact of noisy activities on neighbouring residential premises at the start of the activity or entertainment and periodically throughout the activity or entertainment.
69. The volume of amplified sound used in connection with the entertainment shall at all times be under the control of a Committee Member.
70. All the rubbish produced by the premises will be stored securely in a designated area or in a bin with a tight fitting and lockable lid. The bottle bin is to be utilised between the hours of 8.00 am and 4.00 pm only.
