ANNEXE 3 - CONDITIONS ATTACHED FOLLOWING A HEARING BY THE LICENSING AUTHORITY
1. The Management Committee will receive adequate training in the relevant provisions of the Licensing Act 2003.
2. Members or Guests who behave in a drunken or disorderly manner will not be permitted entry to the club.
3. Irresponsible Drinks Promotions will not be permitted, and the standards for the Management of Standard Drinks Promotions produced by the British Beer & Pub Association will be complied with.
4. An anti drugs policy, agreed by the Police and licensing authority, will be in force.
5. Notices will be displayed detailing the club’s policies on underage drinking, drugs and customer conduct.
6. A list of members and guests present at the premises shall be maintained.
7. The fire safety measures with which the premises are provided, will be maintained in good working order, and their adequacy will be determined on a regular basis, by the carrying out of a fire risk assessment as required by, and in accordance with the Fire Precautions (Workplace) Regulations.
8. The electrical system, including portable appliances will be inspected and tested annually by a competent person to ensure safety. A competent person will be a qualified electrician who is registered with the ECA or NICEIC
9. Suitable signage will be displayed at the exit to request the co-operation, of patrons in particular, to make as little noise as possible when leaving the premises and to request patrons respect the privacy of nearby residences.
10. The Manager or a senior member of staff will assess the impact of any noisy activities on neighbouring residential premises at the start of the activity/entertainment and periodically throughout the activity/entertainment.
11. Bottle skips and bins containing cans or bottles will not be emptied outside before 8:00 am or after 10.00 pm, but will be dealt with the next day during normal office hours.
12. All the rubbish produced by the premises will be stored securely in a designated area or in a bin with a tight fitting and lockable lid.
13. The Management Committee will make arrangements to install and maintain a noise limiter in the first floor Function Room to the satisfaction of East Devon District Council’s Environmental Health Department.
14. Any person under the age of 18 will not be permitted onto the premises unless accompanied by a responsible adult.
15. A proof of age policy agreed by the police and local authority will be enforced.
16. Notices will be displayed in the vicinity of any Amusement with Prizes machines installed in the premises prohibiting use by persons under the age of 18 years.
17. All external doors and windows will be kept shut, other than for access and egress, in all rooms when events involving amplified music or speech or other entertainment are likely to give rise to noise.
18. Staff will check prior to entertainment, and periodically during the entertainment, that all windows and doors are shut.
19. A member of the Management Committee will control the sound levels of the music/entertainment.
